Working focus

HI-2 completes I.2 and H.2 as a phase-locked pass. I.2 keeps route comparison plural and non-scalar where appropriate, makes protected conditions noncompensatory under current authority, represents missing standing as a pause condition, composes governance gates, preserves no-decision and route-portfolio states, generates DecisionWitness records from event streams, revises routes after consequences, and keeps model recommendations separate from authorization.

H.2 explains field, projection, and receiver mirror; bounded consent; private and shared channels; inference laundering; correction before disclosure; and witness without merger or total surveillance.

The package reports ten candidate schemas, seven positive demonstrations, twelve detected negative patterns, an event-generated witness, and an independently checked decision-witness export. These are structural and internal semantic validations, not production security, legal compliance, scientific validity, fairness certification, or public-reader comprehension.

Gate and boundaries

HI-2 is complete at v0.1 with a PASS WITH CONDITIONS gate. Remaining conditions include authenticated standing and protected-condition authority, cost-bearer discovery, decision-rule sensitivity, production event-store testing, independent route/gate review, strategic-manipulation threat modeling, and independent reader testing.

The I.2 specification, H.2 page, schemas, demonstrations, and witness export remain working/candidate artifacts. They do not become canonical or production specifications by installation.

Roadmap transition
