Working focus
HI-0 opens H — Public Reader Path and I — Technical Specification Branch together. I.0 defines a minimum normative spine from center through source, projection, semantic trail, context, mirror, route, governance gate, action, consequence, witness, and contest/correction/release. It defines P0 Documentary, P1 Source-Aware Navigation, P2 Action-Bearing, and P3 Contestable conformance profiles.
H.0 begins the public path with the ordinary problem: a system is about to act on a representation of what matters. The three worked examples test the bridge across a personal reversible decision, dyadic mediated disagreement, and model-mediated institutional action.
The package reports eight valid Draft 2020-12 candidate schemas, zero schema-validation errors, and valid selected example instances. This is structural validation, not legal, scientific, ethical, security, interoperability, or production certification.
Gate and boundaries
HI-0 is complete at v0.1 with a PASS WITH CONDITIONS gate. Conditions include proportional low-stakes records, protected omission and selective disclosure, correction without silent historical rewriting, provenance without claims of truth or legitimacy, independent witness export, and phase-locking H.1 with I.1.
The H.0 reader architecture and I.0 specification remain working/candidate artifacts. They do not become canonical or production specifications by installation.

The next paired pass is HI-1 — Provenance and Public Primer: I.1 Provenance, Event, and Correction Specification alongside H.1 What Matters Before the System Acts.
