I.7 candidate schemas
The twelve candidate schema sources are preserved under the standard-named source directory, with the SCHEMA__CANDIDATE__I-7 prefix: public-field assembly, standing admission, option-set witness, protected condition, deliberative assertion, decision-rule portfolio, route portfolio, dissent/minority trail, cost/delay bearer map, abstention/no-decision, public-decision witness, and consequence-return revision.

The complete package and its independent public-decision witness export passed their internal SHA-256 manifests before installation. The standard-named copies are byte-preserving source copies; the inbound ZIP and extracted contents remain in the intake archive.
Working focus
HI-7 completes I.7 and H.7 as a phase-locked pass. It preserves public plurality without inventing one collective mind; treats standing as prior to counting; makes option construction and omission visible; distinguishes protected conditions from weighted preferences; exposes decision-method plurality; preserves minority standing and dissent; records route portfolios, abstention, no-decision states, cost and delay bearers; and returns observed consequence to public navigation.
The package reports twelve candidate schemas, eight positive demonstrations, twelve negative conformance fixtures, an event-generated PublicDecisionWitness, an independent public-decision export, and zero technical/public contradictions. These are structural and internal semantic validations, not legal standing determinations, a universal democratic rule, fairness proof, production security, scientific validity, or public-reader comprehension.
Gate and boundaries
HI-7 is complete at v0.1 with a PASS WITH CONDITIONS gate. Remaining conditions include standing capture, option flooding, protected-condition inflation, method shopping, portfolio burden dumping, dissent privacy, selective consequence reporting, and independent public-reader testing.
The I.7 specification, H.7 page, matrices, schemas, demonstrations, fixtures, and export remain working/candidate artifacts. Installation does not make them canonical or production specifications.
