Working focus

F.9 defines polytelometric navigation as a governance process for movement among plural ends. It does not replace optimization, MCDA, robust planning, argumentation, negotiation, social choice, or deliberation; it governs which ends enter, whose standing they represent, what remains protected or unresolved, which routes are generated, who bears cost, what consent and authority are required, and when the loop should stop.

The candidate navigation record distinguishes goals, values, preferences, boundaries, protected conditions, obligations, predictions, constraints, uncertainties, and release conditions. It classifies field relations, records route portfolios, cost bearers, reversibility, robustness, consent, authority, gates, dissent, unresolved remainder, and post-action witness.

The route-governance checklist is a research artifact. The system may compare and propose routes, but may not infer that the most measurable or computationally convenient field is entitled to rule. F.9 remains a candidate paper and does not become canonical or a production specification by installation.

Roadmap transition

F.9 is complete as a candidate working paper. F.10/G.11, F.11/G.12, and FG-S are now installed. The next pass is HI-0 — Controlled Branch Opening before deeper H.1 or I.1 branching.
