Candidate Route-Governance Checklist
Status: research artifact Content canon status: unset
This checklist governs a route before selection or execution. It does not replace domain-specific legal, professional, democratic, or fiduciary process.
1. Orientation
- State the decision question.
- State the current decision authority.
- State the time horizon and reversibility.
- Identify the default consequence if no decision is made.
2. Standing admission
- Identify materially affected centers.
- Mark direct, delegated, absent, and uncertain representation.
- Identify future and outer-loop cost bearers.
- Record missing standing rather than assigning it a zero weight.
3. Telic classification
Separate:
GOAL
VALUE
PREFERENCE
BOUNDARY
PROTECTED CONDITION
OBLIGATION
PREDICTION
CONSTRAINT
UNCERTAINTY
RELEASE CONDITION
Do not permit ordinary scalarization of protected conditions without explicit authority.
4. Field mapping
Classify relations as:
SHARED
COMPATIBLE
CONDITIONAL
CONFLICTING
PROTECTED
UNRESOLVED
MISSING_STANDING
RELEASED
5. Route generation
Generate materially different routes, including where relevant:
- reversible trial;
- narrower scope;
- different sequence;
- compensation;
- local variation;
- fork;
- escalation;
- pause;
- release;
- no decision.
Attribute every machine-generated route.
6. Cost and consequence
For each route identify:
- beneficiary;
- direct cost bearer;
- risk bearer;
- future cost bearer;
- surveillance or privacy cost;
- repair burden;
- lock-in;
- residual state.
7. Analytical method
Declare any:
- Pareto analysis;
- MCDA method;
- weight meaning;
- outranking or veto threshold;
- scenario set;
- robustness rule;
- argumentation semantics;
- aggregation rule.
Record source, scope, authority, and uncertainty.
8. Governance gates
A route cannot enter execution until reviewed for:
- standing;
- consent;
- authority;
- capacity;
- privacy;
- stop conditions.
9. Decision and dissent
Record:
- selected route;
- decision rule;
- rationale;
- protected dissent;
- unresolved remainder;
- no-decision or refusal status;
- review and expiry.
10. Witness and learning
After action compare:
- projected and actual consequence;
- expected and actual cost bearers;
- represented and omitted standing;
- declared and operative teloi;
- predicted and actual reversibility.
Revise, compensate, fork, release, or dissolve where required.
