Continuity Engine

This branch holds the structural governance briefs that sit alongside Continuity Office. The material now splits cleanly into three durable seams: client-facing positioning, sovereign governance execution, and firm-specific pilot materials. It is the execution surface for continuity once the curriculum has been taught elsewhere: the engine makes continuity legible at runtime, while witness pages define what must be certified before the engine can keep moving safely. That means it belongs beside Witness Infrastructure and LoopLink: the engine runs the workflow, but those layers preserve the legitimacy of what the workflow can move.

The client-facing material frames Continuity Engine as an execution layer for governed workflows: it makes procedures visible, enforces structure at runtime, and keeps AI usage inside defined guardrails.

The sovereign governance material uses the same structural language but applies it to Tribal law, commission rules, compact obligations, and regulatory review.

That same authority-sensitive logic now has a clear adjacent project in Voting Machine, where governance becomes offline custody, auditability, and admissible civic evidence rather than only operational briefing language.

The firm-specific material turns the same structure toward a 90-day pilot, executive positioning, partner-facing adoption language, and a broader AI capability strategy for the firm. The Continuity Office page is the curriculum that prepares this engine, and AI Witness is the non-executing observer that can spot drift without changing state. The responsibility-bounded-observability boundary is also relevant here because execution and oversight have to stay co-scoped when the engine is acting on delegated authority.
