Working focus
HI-3 completes I.3 and H.3 as a phase-locked pass. I.3 treats context capacity as multidimensional rather than token-based: standing coverage, contradiction and uncertainty, semantic resolution, temporal/provenance capacity, privacy, participant load, overload, capacity debt, authority degradation, stop, escalation, and recovery. H.3 translates those rules into a public account of legitimate stopping.
The demonstrations distinguish token-rich from standing-rich context, permit small context for narrow reversible action, treat privacy-preserving omission as possible capacity improvement, degrade authority from execute to recommend under overload, stop when correction is missing, stage disclosure under participant load, escalate to a competent outer loop, and restore only supported authority after reconstitution.
The package reports ten candidate schemas, eight positive demonstrations, twelve detected negative patterns, an independent context-capacity export, and zero technical/public contradictions. These are structural and internal semantic validations, not clinical assessment, legal authority, production security, cryptographic enforcement, scientific validity, or public-reader comprehension.
Gate and boundaries
HI-3 is complete at v0.1 with a PASS WITH CONDITIONS gate. Remaining conditions include domain-specific materiality thresholds, authenticated capacity evidence, tool-level authority enforcement, privacy-preserving escalation, delay-harm analysis, strategic-overload safeguards, participant-load privacy, and independent reader testing.
The I.3 specification, H.3 page, schemas, demonstrations, and capacity export remain working/candidate artifacts. They do not become canonical or production specifications by installation.
