This is the access layer: field echo, pairing, and real-world field infrastructure built on the LOOPtLOOP model.
The semantic role of this cluster is to describe entry into the protocol field. It covers how a participant or device pairs, how access is extended into a live field, and how the LOOPtLOOP model becomes infrastructure rather than just a concept. In other words, it is the doorway between protocol and deployment.
That makes it the first applied layer in the CICP implementation stack. The branch now splits into a field-pairing handshake and a field-infrastructure application path so the access entry and the deployment surface can be read separately.
