Working finding

G.11 grounds the non-sovereign semantic-navigator proposal beside Human–AI deliberation, mixed-initiative interaction, retrieval-augmented generation, source attribution, ReAct and tool-using models, agentic planning, calibration, appropriate reliance, automation bias, sycophancy, Constitutional AI, model and system cards, multi-agent debate, contestability, recourse, human oversight, and meaningful human control.

The clearest candidate contribution is a source-, role-, provider-, trajectory-, and recourse-aware architecture that prevents semantic capability from silently becoming action authority. The review keeps model plurality distinct from standing plurality, human approval distinct from meaningful control, recommendation distinct from consent, and execution distinct from adjudication.

G.11 remains a research and claim-boundary artifact. The model-role matrix, session record, and minimum architecture are not production specifications, and they do not replace domain-specific governance.

Roadmap transition

G.11 is complete as a working review package. G.12, F.11, and FG-S are now installed, completing the planned G/F bridge sequence. The next pass is HI-0 — Controlled Branch Opening before deeper H.1 or I.1 branching.
