A fork is legitimate only if it identifies:

departing and remaining centers
shared lineage
future authority
record custody
asset allocation
obligations
privacy
shared infrastructure
transition
repair

Dissolution test

A dissolution is complete only when:

future support recruitment has ended
assets are assigned
restricted data has custody or deletion
obligations are assigned
unresolved harms remain visible
repair funds are allocated
successor authority is explicit or absent
public notice is complete
final witness exists

Governing principle

Ending the form may be necessary to release the substrate while preserving what the loop still owes.
