Admission rule

J.2 is ready to be handed to external reviewers. It is not yet approved for an external operational pilot.

A reviewer should be able to reproduce the build, verify the release without importing the implementation, inspect the synthetic event chain, challenge the conformance claim, and return signed findings without receiving private participant content.
