Qualified tensions

1. Consent versus non-consent authority

Potential conflict:

Some public formulations center consent, while technical records allow lawful public mandate, fiduciary duty, contract, license, or emergency authority.

Resolution:

Use:

consent where applicable, or another visible and reviewable authority basis

Never record another basis as consent.

2. Standing versus veto

Potential conflict:

Public emphasis on affected standing can be read as universal blocking power.

Resolution:

Standing requires admission, answerability, and consequence representation.
